In oder to install moodle locally on a XP or Windows 2000 PC you need first to install an apache server and database. These are available as complete apache + mysql packages from

WAMP5
Easyphp
XAMPP

Additionally, kind moodlers have packaged moodle with one or other of the above packages

Backup and Retore/UTF-8 wizard Eloy Lafuente 1.5.1 (I think) and XAMPP

Floyd Collins easy php and 1.5.2 (the username is root, with no password)

It is not difficult to upgrade to 1.5.4 just by overwriting the moodle code.

If you want moodle 1.6 then you need to use WAMP5 or XAMPP because the MYSQL database with the two packages above and easyphp is not yet up to it. But it is strangely easy to upgrade the database by downloading from here

I recommend the windows installer. Ignore the instructions to unzip in C:\ but unzip it in the easyphp/XAMPP mysql folder, unzip and change the installation path to that folder, and install over the mysql that is there. It worked for me. I have 1.7 on my desktop.

Please will someone try WAMP5?

Please will someone try opening there PC to the net (at enourmous risk to themselves) and report back?

As far as I know all the above installations are NOT open to the Internet by default.
