I migrated a moodle 1.9.8 site from one server to another, and now when I upload a file a get the error:

No file was found - are you sure you selected one to upload?

One of our courses came down with this malady. It was fine until I uploaded a huge number of files with a new ftp from an operating system I was new to. With two new changes it made finding the problem a tad more round about than I would have liked.

Try the following ...

Make a fresh folder from inside your files section so that Moodle is making it itself and test to see if you can upload to the folder that you created. If that gives you a successful upload, then you have a file ownership/permission issue with the folders that came over during your server move. Check the permissions of the file that worked and set the server moved files in the files section of the course to the same permissions and test again. If that test worked, then you will need to check permissions in other course files and get those set to the same settings.

This message is also shown if saving of the file failed.
Or to put it differently; if the size of the file saved is <= 0.

So as Tammy suggests, it may be a rights issue at the server level.
