Depends on what you mean by 'dynamic', but I suggest taking a look at the Newbury themes, which have a tab menu similar to the one in your image; might give you some ideas of how to go about it.
Thanks for the helpful tips on adding tab menu in Moddle Theme. It will be difficult to do it if I don't find this thread.
