This report is the result of direct experience with Moodle, robust testing with blind and vision-impaired users, and engagement with the Moodle community.

It contains a survey of existing accessibility work in Moodle, descriptions of how blind and vision-impaired users interact with web-based materials, and many specific recommendations to improve Moodle. There is also a basic development plan to implement these improvements.
